Council reverses itself with 2 quick votes; foes claim votes were traded in both measures.
The City-County Council approved merging police and banning discrimination against gays Monday, with two Republicans casting key votes on the historic measures that had bitterly divided the council and others. Both measures failed earlier this year, but Council President Steve Talley brought them back at a special meeting after some council members -- including Talley -- changed their minds.
"What the City-County Council did tonight was to give government approval and legal recognition to the homosexual lifestyle, and that's another step toward same-sex marriage."
