Ministers: Cops, courts alone won't stem crime

Several black ministers asked Indianapolis Mayor Bart Peterson on Friday to lead a $25 million public-private fundraising effort for programs to address joblessness and other social problems that contribute to crime, rather than focus simply on police and jails.
