City to develop plan to revive neighborhoods

Mayor Greg Ballard's administration plans to develop a strategy to address the thousands of abandoned houses in Indianapolis, including hiring someone to spearhead the effort.

The plan will be broader than a proposed Indianapolis Housing Agency initiative to shore up neighborhoods marred by abandoned houses, said Olgen Williams, deputy mayor for neighborhoods, but it could include the initiative as an element of its plan. It would be the first neighborhood turnaround plan launched by Ballard...
